This is a ninja world, trying to recover from the scars left by the Fourth Great Ninja War. The Root organization has taken hold in other countries and villages, and now comprises a huge underground network. From the shadows, they control much of the world, but ninjas still have their pride.
The bloodlines are starting to thrive again, with the branch families of the Uchiha coming out of hiding. In this world, even the legendary Rinnegan has been seen again. With many of the Tailed-Beasts sealed, the only Jinchuuriki remaining are those that bear the sixteen man-made Cursed Beasts. Someone behind the scenes trying to collect these beasts, the jinchuuriki that hold them, and many exceptional people. Whispers of another war coming are hear all around. With only ten years since the end of the last war, can the world take the strain?

This one is fairly simple. You have your ninja, and said ninja has some elemental affinity and jutsus to go with it. As you get stronger, you can get stronger jutsus as well. Some of you will have a bloodline limit, and unless you tell me that you want to be a part of a specific bloodline, those few will be decided at my discretion when I read your bio.
If I give you one, I will tell you how yours works, and what you can and can't do with it. Also, if it is a bloodline limit tied to the eyes, anyone that takes an eye from a fallen ninja can use only a portion of its power. Those abilities that are not bloodline abilities, however, can be used to their full potential, like sensory jutsus.
IF you want to have full control of the bloodline limits from another ninja once you have transplanted an eye, you have to go through, you guessed it, an inner struggle. It won't be against yourself, but against the ninja you took it from, and in that inner world, it will not be an easy struggle. It's not life or death, but it is pass or fail. If you succeed in the struggle, it's yours. If you lose, you get what you get, and you can't develop the eye more UNLESS it is a Sharingan. Then and only then can you develop it further, but even with that development, you can only get to an incomplete Mangekyo Sharingan. You will never attain Eternal Mangekyo, and you will only get one extra ability.
My character, Rapture, is about halfway developed in the DnD game that he is in. He is a water ninja who uses ice, like Haku, but he carries Kisame's sword. His summon is a four-tailed ice fox. At his highest pooint, it will become the nine-tailed ice fox Mugetsu. His eyes are both transplanted. The left eye, through a risky and chakra-consuming jutsu, is formed from two eyes, one sensory eye to allow him to see chakra strength, and one blind eye that controls an earth jutsu bloodline. In essence, his left eye is blind, but he can still see chakra with it, even when under the earth. His right eye is the Rinnegan. He has control of BOTH bloodlines, and trust me when I say that was a hard thing to accomplish in that campaign. It took me two days to finish that conflict.
Those conflicts can be lost, and it is final. What happens happens, and if you have questions about how it happened, pm me and ask, and I will tell you.

History: Grew up in the Village of the Fox and trained with the sword Samehada. Because of his familiarity with the chakra of the blade, he can wield it one handed and use it to steal the chakra of any opponent. From a young age, he wanted to be able to use ice jutsus, so he trained obsessively to learn them.
When he became 19, he and a group of his companions left the village to undertake a mission for the Root organization. Through a series of unfortunate events, the sensory type that was with them was killed, and so he took her eyes, transplanting one of them for his right eye. On their next mission, they ran into a jonin and his escorts who was far too powerful for them, but with a lot of luck and the teamwork of years training together, they wounded and nearly killed him. One of the jonin escorting him died, though she had used the bloodline jutsus of her family to protect him and delay Rapture and his companions until he could escape.
In the aftermath of that battle, he took her left eye and tranplanted it for his own. Now blind on the left, he trained obsessively to master what power he could access. Soon, they were given another suicide mission. With more than their share of luck, they not only survive, but they manage to capture one of the cursed beast jinchuurikis, though during the extraction process, she died and forced the Uchiha that he traveled with to attempt to bond with the beast. He succeeded, though he lost most of his Sharingan abilities.
They set out on another mission, joined by another new jinchuuriki, and met yet another, though this one had absorbed three others, against all knowledge and convention. This meeting led them to learn where their assassination target for the current mission would be. When they arrived, the multi-jinchuuriki bvanished, though she helped them in the ensuing battle when she most needed it. That fight allowed Rapture to test his newest and most dangerous jutsu, Miilion Carats, allowing him to crystalize a portion or all water into a field of needles, usually killing the target instantly.
His target was ripped to pieces, and their assassination target was cornered and killed, though only at the end of a long and grueling fight. Rapture took the eyes of the woman he had killed, then returned to the village he had joined during his travels, the Hidden Dragon. There, he underwent the long and exhausting chakra combination to fuse his sensory eye and his blind earth eye. Once complete, he then implanted one of the eyes he had taken. No one had seen the eyes before the moment he opened the lids on his new right eye, showing a perfect and undamaged Rinnegan.
He and his Uchiha friend both looked inward then. His friend, named Itachi just like the brother of the legendary villian Sasuke, fought to gain control of the beast within him so that he could reharness the power of his Mangekyo Sharingan, and Rapture forced himself to completely harness and master the earth eye as well as his Rinnegan. After two straight days within his mind, he succeeded. Now, he is able to use both eyes to their fullest extent.
